How to Make a Legal Basement Apartment in Barrie (2026 Guide)
Zoning, permits, fire code, registration and the money that can help.
Can Your Basement Become a Legal Apartment?
Most likely, yes. Barrie allows up to four residential units per lot in residential zones, so a single detached, semi-detached or townhouse home can usually add a basement apartment. The City calls it an additional residential unit (ARU); you will also hear "second suite" or "in-law suite".
"Legal" means three things: the property meets the zoning standards, the unit is built under a building permit to the Ontario Building Code, and it passes the City's inspections. Below is the process step by step, based on the City of Barrie's ARU page (checked November 3, 2026).
Step 1. Check Zoning, Parking and Access
- Parking: one space per unit. A house with one basement apartment needs two spaces in total. Tandem parking (one behind the other) is allowed, and each space must be at least 5.5 m by 2.7 m. Front yard parking can be restricted in some zones.
- Access: a path at least 1.2 m wide from the street or the parking area to the unit's entrance.
- Special areas: if the property is in a conservation authority regulated area (LSRCA or NVCA) or is a heritage property, those approvals come before the building permit.
If parking is the problem, it is better to know before you spend money on drawings. We check this during the free estimate.
Step 2. Drawings and the Building Permit
A building permit is always required to create a new unit. The application is made online through the City's APLI portal and usually includes:
- the City's Second Suite Building Permit Application Checklist and the Applicable Law Checklist;
- floor plans of both units and a site plan showing parking;
- designer information (Schedule 1), unless the designer is exempt;
- a survey, where the City needs it to confirm setbacks and parking;
- the permit fee, which depends on the unit size.
See the City's list of residential building permits for the current forms.
Step 3. Build It to Code
This is where most basement apartments fail inspection. A legal unit needs, among other things:
- fire separation between the units;
- smoke alarms and carbon monoxide alarms. Updated Ontario Fire Code rules took effect on January 1, 2026 and apply CO alarm requirements to more homes;
- a safe way out: a separate entrance or properly sized egress windows;
- enough ceiling height, light and ventilation for living space;
- plumbing, electrical and heating done to code and inspected.
Exact requirements depend on your house, its age and its layout, so we confirm them for your address before we price the job.
Step 4. Inspections and Registration
After the permit is issued, the mandatory inspections are booked at each stage of construction. When the inspections are complete, a new unit is registered automatically: it gets its own municipal address and appears on the City's map of additional residential units. Only then is it ready for a tenant.
Already have an older basement apartment? It can be grandfathered only if it was created and lived in before July 14, 1994, has been in continuous use since, and you can prove it by affidavit and documents. Otherwise it needs a building permit like a new unit. Registration of an existing suite also involves property standards and fire inspections.
Money That Can Help in 2026
- Permit fees: the City is cutting permit application fees for these units by 50% in 2026, and offers a full rebate when the unit reaches occupancy (final interior inspection) within 12 months of the permit.
- Development charges: up to two additional units per property may be exempt.
- Grants for affordable rentals: the County of Simcoe Secondary Suites Program offers up to $50,000 per unit in exchange for renting it at an affordable rate, and the Barrie Bonus adds a $15,000 top-up through the Housing CIP.
Programs change, so confirm the current terms with the City before you plan around them. A realistic schedule matters for the rebate: we plan the build so the unit is ready for its final inspection well inside the 12 months.
What Can a Legal Basement Apartment Rent For?
On November 3, 2026, the basement apartments listed for rent in Barrie on Rentals.ca asked $1,625 to $1,850 a month for one and two bedrooms.
That is a small snapshot, not an appraisal. Rent depends on the size, the number of bedrooms, a separate entrance, parking, laundry and whether utilities are included. Check current listings near your street before you set a budget.

Yes. Creating a new unit always needs a building permit, applied for online through the City, with inspections during construction.
